One of the earliest reviews of regions and regionalism in Kansas was produced by the Kansas Department of Economic Development, Planning Division, in August 1974. It basically laid out the thought process leading the state up to that point and pointed out the duplication of effort already underway in some areas even though extensive use of regions in the promotion and delivery of services was but 2 or 3 years old at the time.
For those who might seek a copy in a local library, its subtitle is Kansas Planning for Development Report No. 60. However, you can find the entire document here.
